E. R. Hallifax, who at present holds the substantive
appointment of District Officer for the Northern District
of the New Territories, should succeed him as Deputy
Superintendent of Police. There is no Officer in this
Service so well qualified for this post as Mr. Hallifax,
who has already acted in that appointment from April to
December, 1903, and from March, 1904, to March, 1905,
with
a short interval during which he acted as Captain Superin-
-tendent of Police. Ever since his arrival in Hongkong,

Mr. Hallifax has been intimately connected with Police
work and his knowledgo of the New Territories and the
experience gained by him on the several occasions when he
has acted as Police Magistrate in Hongkong will be in-
-valuable in the office of Deputy Superintendent of
Police, for which he was recommended many years ago in
Sir William Gascoigne's Despatch No. 235 of the 31st. May,
1902. In the interval which has elapsed since that Despatch
was written the claims of Mr. Hallifax have become still
stronger, and I venture to hope that you will agree that
no better Officer could be selected for the post. For
convenience of reference I attach the record of Mr.
Hallifax's services as given in the Civil List for 1911.
